Commerce
is a key component of a successful mixed-use community. From the
outset, the vision for Highlands' Garden Village (HGV) has included
convenient shops, businesses and services within walking distance of
people's home.
The retail also plays a very important role in the revitalization of
the West 38th Avenue corridor. Because of the width and fast moving
traffic patterns on 38th Avenue, a retail anchor is essential for the
project's success. Anchors generally are regional or national companies
that are financially stable and have the ability to attract additional
small retailers to the site.
The Planned Unit Development (PUD) adopted by the City
of Denver in
1998 guides all land use, including the retail. Retail space is
currently planned for a variety of commercial uses on the HGV site.
Retail revenues generated through sales tax will be used to repay loans
for HGV's infrastructure, open space and historic preservation.
